China Uses Chequebook Diplomacy To Sideline India In Nepal

JANAKPUR:  Three years after its last train hit the buffers, landlocked Nepal is building a new railway network to boost its ailing economy -- helped by the rivalry between powerful neighbours China and India.

The railway to India was a lifeline for the small southern frontier town of Janakpur, used to import everything from sweets to clothes and cosmetics and fuelling a vibrant border economy. But it fell into disrepair after years of neglect and since 2014, the train has sat stationary, its rusting carcass now a playground for local children, while Janakpur's markets are empty.

"When the train was running, we would have a lot of business. I was easily providing (for) my family," said Shyam Sah, whose small family-run cosmetics shop has suffered an 80 per cent drop in profits since the railway closed.

Now it is being rebuilt with Indian backing, one of three new rail lines -- one funded by China in the north and a third by Nepal itself -- that the country hopes will help boost international trade.

Nepal remains largely isolated from the global economy, dependent on aid and remittances. Growth slowed dramatically after a 2015 earthquake but is expected to normalise at 5 per cent from 2018 -- one of the slowest rates in South Asia -- according to the World Bank.

In recent years it has courted its two large neighbours for investment in an attempt to plug itself into a rail network that links the far eastern reaches of Asia with Europe.

But geography is not on its side.

The Himalayas form a natural border between Nepal and China, leaving it largely dependent on India -- with which it shares a 1,400 kilometre open border -- for the majority of its imports and exports. In recent years, Kathmandu has tilted towards Beijing as part of a nationalist drive to decrease the country's reliance on Delhi.


China has responded, ramping up its diplomatic ties with Nepal -- mostly through large-scale infrastructure investments. In 2017, Beijing pledged $8.3 billion to build roads and hydropower plants in Nepal, dwarfing India's commitments of USD 317 million. Feasibility studies are also underway for a Beijing- backed railway connecting Kathmandu to Lhasa in Tibet, cutting straight through the Himalayas at an estimated cost of $8 billion.

Ankit Panda, senior editor at The Diplomat magazine, said that could be a game-changer for the small country. "The rail line with China holds potential depending on the demand side of the equation, on how China allows Nepal to leverage that link for commercial growth opportunities," he said.

But it has strained relations between India and China, who are currently locked in a tense standoff on the remote Himalayan plateau of Doklam in Bhutan sparked by a new road being built by China.

"China knows that its chequebook diplomacy with the smaller Asian states is a sore point with India, which simply cannot afford to put up the kind of capital outlays that the Chinese promise," said Panda.

The project is part of its "One Belt, One Road" initiative, a massive global infrastructure programme to connect Chinese companies to new markets around the world that critics see as a geopolitical powerplay. India has snubbed the plan and skipped a summit in Beijing in May.

Delhi is funding the reconstruction of the Janakpur line, rebuilding the tracks to carry broad-gauge trains that will allow it to connect to the rest of the subcontinent's expansive rail network.

Some experts warn that Nepal has become a de-facto battleground in a geopolitical struggle for regional supremacy between India and China -- a position that Kathmandu must navigate carefully. "None of them (smaller Asian nations) want to become a de facto satellite state," said Michael Auslin, Asia expert and fellow with the Hoover Institution. "But by having both India and China essentially compete over it, from one perspective it makes it a battleground, from another perspective it means that Nepal is playing the two off against each other," he added.

Meanwhile, the people of Janakpur are eagerly awaiting the rail revival that will connect them to India once again. "When the train stopped, everything finished. Business has gone down for all of the city," said bookshop owner Rajendra Kusuwah. "After the new rail comes, it will open doors for development."

हाल देशभर ६२ जिल्लामा सुन्तला, कागती र जुनार खेती भइरहेको छ । मन्त्रालयले बृहत् सुन्तला जात (सुन्तला, कागती, जुनार) अनुसन्धान, विकास र विस्तार (स्रोत केन्द्र स्थापना) कार्यक्रम सञ्चालन कार्यविधि– ०७४ लागू गरी अनुदान वितरण गर्न लागेको हो । कार्यक्रममार्फत उन्नत जातका सुन्तला, कागती र जुनारको बगैँचा निर्माण गर्ने जनाएको हो ।
यस्तो छ रणनीति
सुन्तला, जुनार र कागती खेती व्यावसायिक रूपमा सञ्चालन भएका ठाउँमा बगैँचा काँटछाँट, मलजल, सिँचाइसमेत व्यवस्थापन गरी ५० प्रतिशतभन्दा कम क्षति भएका बोटलाई पुनर्जीवन दिइनेछ । त्यस्तै, ५० प्रतिशतभन्दा बढी क्षति भएका बोटलाई भने पूर्ण रूपले हटाएर पुनः नयाँ रोगमुक्त बिरुवा लगाइनेछ । उच्च गुणस्तरीय बेर्नाको उत्पादन गरी नयाँ रोगमुक्त पकेट क्षेत्र पहिचान गर्ने, तीन–तीन मिटरको फरकमा बिरुवा लगाउन सचेतना वृद्धि गर्ने, नमुना बगैँचा बनाउन कम्तीमा ३ वर्षसम्म अनुदान उपलब्ध गराउने रणनीति लिइएको छ । एउटा जिल्लाबाट बढीमा २ वटा फर्म छनोट गरी अनुदान वितरण गर्ने लक्ष्य राखिएको छ ।
यस्ता फर्मले पाउँछन् अनुदान
कम्तीमा ४० रोपनी जग्गामा सुन्तला, जुनार र कागती बगैँचा फलफूल भएको र बगैँचा विस्तार गरी १ सय रोपनीसम्म पुर्‍याउन मिल्ने स्थानमा अनुदान कार्यक्रम वितरण हुनेछ । बगैँचा मोटरबाटो, बिजुली, सिँचाइ भएको वा पुग्न सक्ने स्थानमा हुनुपर्छ । गुणस्तरीय र स्वस्थ कलमी बेर्नाको उत्पादन गर्ने नर्सरी भएको वा नर्सरी स्थापना गर्नका लागि आवश्यक पूर्वाधार तथा सम्भावना भएको, कम्तीमा १ वर्षदेखि कृषि क्षेत्रमा काम गरेको अनुभवसमेत हासिल गरेकाहरू अनुदान पाउन योग्य हुन्छन् ।
अनुदान वितरण प्रक्रिया
पुरानो बगैँचा र नर्सरी व्यवस्थापनका लागि ७५ प्रतिशत, बगैँचा विस्तार गर्न तथा नयाँ बिरुवा रोपणका लागि ७५ प्रतिशत, टनेल निर्माणका लागि ७५ प्रतिशत, रोग परीक्षण नमुना संकलनका लागि ८५ प्रतिशत र कृषि औजार खरिदका लागि ७५ प्रतिशत अनुदान दिइनेछ । त्यस्तै, माटो परीक्षण लागतका लागि ७५ प्रतिशत, सिँचाइ (प्लास्टिक पोखरी, सिमेन्टको पोखरी, पाइप, थोपा सिँचाइ, कुलो निर्माण) मा ८५ प्रतिशत अनुदान दिइनेछ । यो अनुदान रकम कुल लागतको हिसाबले गणना गरी भुक्तानी हुने मन्त्रालयले जनाएको छ । अनुदानबाहेकको बाँकी लागत किसानले व्यहोर्ने भरपर्दो आधार देखाएपछि मात्रै परियोजना स्वीकृत गरी अनुदानबाट कार्यक्रम सञ्चालन हुनेछ । अनुदान रकम एकमुष्ठ नभई कार्य प्रगतिका आधारमा तीन किस्तामा वितरण गरिनेछ ।-नयाँ पत्रिका

त्यस्तै ताकम, दाना, अर्मन, पाखापानी, ओखरबोट, बेगखोला र बाबियाचौरमा इन्टरनेटका लागि टुजी सेवा विस्तार गरिएको शाखा प्रमुख शाहको भनाई छ । पहिलो चरणमा टावर सञ्चालन गरिएका बिटिएसमा टुजी तथा विद्युत जडान गरिएका टावरमा थ्रीजी सेवा सञ्चालन गरिएको छ । टावर नपुगेका ठाउँमा टावरको स्थापना गर्ने र टावर स्थापना भई सञ्चालनमा आएका ठाउँहरुमा इन्टरनेट सेवा पनि विस्तार गर्ने जनाइएको छ ।
 
२०६८ सालको जनगणना अनुसार म्याग्दी जिल्लाको कुल जनसङ्ख्या १ लाख १३ हजार ६ सय ४१ रहेकोमा चालु वर्षको असोज मसान्तसम्म जम्मा ८८ हजार ९ सय ८२ अर्थात् ७८ दशमलव ३ प्रतिशतमा सञ्चारको पहुँच पुगेको टेलिकमको तथ्याङ्क छ ।

Will commit mass suicide: Karnataka group protests against Sunny Leone's New Year Event

Activities from the various fringe groups on Friday raised protests against Sunny Leone’s New Year’s Eve performance in Bangalore, declaring the upcoming event as an ‘assault’ on Kannada culture.
According to News18, around 30 to 40 protestors of the Karnataka Rakshana Vedike Yuve Sena gathered in Bangalore’s Manyata Tech Park to raise slogan against the Bollywood actress. Protest rallies were also brought out in 12 districts of the state, including Bidar and Kolar.
The group also threatened to commit mass suicide if the organisers don't call of the event, reported India Today. 
"These organisers are bringing someone who acts in blue films to do a bar dance here, she doesn't understand Kannada culture or history. Our youth and students will get spoilt if they see something like this" a representative of Karnataka Rakshana Vedike Yuve Sena was quoted as saying.
Challenging the former adult entertainer to perform in saree, the representative added, "I don't care what she wears at home, but we don't want some nanga naach here."
Besides Sunny, various International DJs and Bollywood and Kannada rappers are scheduled to performance on December 31 at the White Orchid near Manyata Tech Park.
However, the organisers are yet to avail police permission for the event.
“We have not yet decided whether to give the permission or not. We have seen there are protests but we are yet to take a decision" Girish S, DCP, Northeast Bengaluru, said.
Alluding to the December 31st mass molestation incident in Bangalore in 2016, the representative said, “What's the guarantee that if she performs here, the people who watch her will not do something wrong again? We must prevent such programmes where women may get into trouble later.”
Earlier this month, Karnataka Rakshana Vedike Yuve Sena had taken out a march rally and burned posters of Sunny Leone.
Contrastingly, Sunny’s arrival in the neighbouring state of Kerala was welcomed with a massive gathering in Kochi earlier this year.
On August 17, Sunny landed in Kochi to inaugurate a digital hub near MG Road. Although the event was scheduled for 11.30 am, she ended up reaching the venue at 12:20 pm because of heavy traffic jams caused the crazy fans.
Overjoyed by the response, Sunny had written on her twitter account, "No words...Can't thank the people of Kochi.Was so overwhelmed by the love&support.Never will forget Gods own Country Kerala!Thank you #fone4"

तर, आइतबार आउँदा गाडीका चार वटै टायर चोरी भएको पाइएको छ । आइतबार विहान प्रमुख शर्मालाई लिनका लागि पार्किङमा आइपुग्दा चारवटै टायर नभेटेपछि श्रेष्ठले प्रहरीलाई खबर गरेका थिए ।

Unruly protesters should be put behind bars: Rishi Kapoor takes on the Karni Sena

Never the one to mince his words, veteran actor Rishi Kapoor has spoken up in support of Sanjay Leela Bhansali’s controversial new film Padmavati, declaring the protests against the Deepika Padukone starrer as unfair and unruly.
“It’s very unfair that people are behaving in such an unruly manner; taking up violence and threatening in an open democracy [about] taking their lives, raising a bounty on their heads. [And that too] in a situation, where you haven’t even seen the film and are still judging it,” the 65-year-old told Hindustan Times.
Reiterating the need to put miscreants in jail, Rishi Kapoor stressed, “It’s a democracy and they [protesters] should be put behind bars. It’s like threatening a person with death. I am so sad that police has not taken any [stringent] action yet.”
Dismissing the concerns raised by the protestors, Kapoor added, “You don’t know what the content of the film is and you are protesting without any knowledge. How can you do that? You can do all this — of course not violence — you can raise your voice and questions once you have seen the film and after knowing its content. How stupid it is to do all this without even seeing it? Even the Supreme Court has said that wait till you see the film. So, I feel that [one should] let the Censor Board take its own decision on whether the material [in the film] is suitable for people’s viewing or not. Who are these goons to bloody judge a case before that?”
Upholding the need for a constructive debate, he said, “You can’t assume, as nothing is done on assumption. You have to talk and debate and have a constructive argument. Why take up violence and put up bounties? This is absolutely ridiculous. These are a bunch of idiots, who are raising the alarm. Picture dekho fir bolo na. Uske bina kya chilla rahe ho? Putle jala rahe ho, 5 crore inaam de raho ho logon ke naam par. (Watch the film first, then voice your concerns. Burning effigies, raising bounties won’t help).”
Rishi Kapoor is presently shooting for his upcoming film, Pajma Chawal. The actor will also be seen playing Amitabh Bachchan’s son in 102 Not Out.

दुई दिनअघिदेखि बढेको अत्यधिक जाडोका कारण चन्द्रौटाको फफुरी कम्पलेक्स अगाडि परिचय नखुलेको दाह्री पालेका अन्दाजी करिब ४५ वर्षीय पुरुषको मृत्यु भएको वडा प्रहरी कार्यालय चन्द्रौटाले जानकारी दिएको छ ।
करिब तीन, चार महिनादेखि चन्द्रौटामा मागेर खाने सडकको पेटीमा रात बिताउँदै आएका मानसिक सन्तुलन बिग्रेका ती पुरुषको जाडोका कारण मृत्यु भएको हो ।
पुरानो कपडा लगाएका दाह्री पालेका पुरुषको शव अाइतबार बिहान स्थानीयले देखेपछि प्रहरीलाई खबर गरेका थिए । केहि दिनदेखि शितलहरले गर्दा तराईका विभिन्न जिल्लामा जाडो बढ्दै गएको छ ।

Speaking of the three strong characters she has failed so far -  Sandhya, Jaya and Sugandha - Bhumi earlier told The Hindu, “Their worlds might be similar but these girls were individuals in their own way. Sandhya Verma was completely unaware what modernisation can do to someone. Though she was educated and knew the value of self respect, her dreams and aspirations had more to do with the man she was with. In Toilet..., Jaya was a firecracker. Through her, I wanted to show that clothes don’t define you as urban or rural. It is your thought. And Jaya’s thought was very progressive. She didn’t mind putting on a veil as a custom but that didn’t mean she won’t raise her voice against unjust practices. She was not a rebel without a cause."
All along her career, Bhumi has aligned herself with interesting films that do not conform to a set formula. Her debut role was of an educated overweight girl in Dum Laga Ke Haisha for which she won a Filmfare award for Best Female Debut.
“Being overweight was linked to being depressed for a long time and I was happy that a film like Dum Laga Ke Haisha changed that thinking," Bhumi was quoted saying by Outlook magazine.
She also insisted that doing good roles has been her only priority ever since and she has always been on the lookout for the perfect opportunity and the right script.
“I grabbed onto films like Toilet: Ek Prem Katha and Shubh Mangal Savdhan because they were important roles written for an actress. I feel I am lucky if I can make a difference to even one life through the films I do," Bhumi said, adding that her characters in these movies were driven by their thoughts and not ‘by their clothes’.
Speaking about her upcoming projects, Bhumi was quoted by the Herald Goa as saying, “The only film I can speak about right now is Chambal, which I will start shooting in the next few weeks. It is being directed by Abhishek Chaubey. He is one of the brightest minds in our country right now and my co-star is Sushant Singh Rajput in the film.”

Playing just a hot girl in a song will be a waste of my time: Sonam Kapoor

Bollywood actress Sonam Kapoor sure knows how to balance her profile as a National Award-winning actress and a trend-setting fashion icon. The gorgeous diva is looking forward to an exciting 2018 with multiple projects lined up to enthrall her fans with.
In a recent interview DNA, Sonam dismissed the tag of ‘fashionista’ that’s often pinned on her and said that being stylish is more important to her than anything else.
“I feel it’s more important to be stylish than to be a fashionista. I find that term a little arid as it doesn’t make sense. To have a sense of style is completely different from following fashion blindly. That's the difference. As soon as you are authentic and an individual, you don't need to project an image. I am just being myself, which is why it's easy. Everybody curses me for dressing up (laughs). I always tell them that if they want to do it or not, it's up to them,” Sonam was quoted as saying.
Commenting on the present-day trend of airport looks, Sonam insisted, “Just do what I feel like doing. It’s important to be original and authentic. I have never aspired to get a look and I’ve always been like this. You can see at any time, any point, I will be dressed the way I want to be dressed like. It’s never going to be for other people but for myself.”
As far genre-hopping film choices go, Sonam affirmed that there isn’t really a method to her madness. “It’s not a planned move. When I sign something, I don’t look back and think I can’t sign something similar. I just believe in doing the right thing. Everybody thinks I’m really smart, but I’m not.”
When asked about her upcoming chick-flick Veere Di Wedding and the reluctance of male leads to act in female-centric films, Sonam said, “I hope that changes very soon. Because if it's a female-driven film, like Khoobsurat, we need to ask Fawad (Khan) to come and do it. Unfortunately, that is the scenario right now. I guess women need to stop saying yes to films where they don't have anything to do. Having said that, it is definitely hard to cast an A-list actor in films that have women in lead roles.”
Speaking about her cameo in the upcoming Sanjay Dutt biopic, Sonam ended, “Screen time makes no difference to me, as long as I have something to do in that much time. I won't play just a hot girl in a song. I won't be doing such a role because it will be a waste of my time. But if I'm playing a Biro or Bittu, I would rather do that because there's an arc to the character and it makes a difference to the story. It's not about the screen time but what you do in that screen time. I'd rather do that than three songs and two scenes in a film.”

मुस्ताङी सांसदका प्राथमिकता: सांस्कृतिक राजाको गद्दी आरोहणदेखि कोरला नाका खोल्नेसम्म

२ पुस, पोखरा । एमाले-माओवादी गठबन्धनलाई सुखद नतिजा दिने पहिलो जिल्ला हो, मुस्ताङ । जहाँबाट नेकपा एमालेले जीतको खाता खोल्यो । उनी हुन् मुस्ताङबाट प्रतिनिधि सभामा निर्वाचित प्रेमबहादुर तुलाचन । हिमाल पारीको जिल्ला मुस्ताङबाट उदाएको एमाले, पहाडी जिल्ला, तराई हुँदै अन्तिम जीत हासिल गर्न फेरि मुस्ताङकै शीरबाट बग्दै आएको कालीगण्डकी किनारको जिल्ला स्याङ्जा आइपुग्यो । मुस्ताङबाट प्रेम तुलाचनलाई देशकै पहिलो सांसदका रुपमा पाएको एमालेले उपप्रधानमन्त्री गोपालमान श्रेष्ठलाई हराउँदै स्याङ्जाकी पद्मा अर्याललाई अन्तिम सांसदको रुपमा पायो ।

मुस्ताङका सबै विजेता एमालेका नवप्रवेशी
१ प्रतिनिधि सभा र २ प्रदेश सभा रहेको मुस्ताङमा तीनै सिट एमालेले जितेको छ । संयोग पनि कस्तो पर्‍यो भने तीनै जना विजयी सांसद एमालेका नवप्रवेशी हुन् र पनि सबैले जिते । प्रतिनिधि सभामा प्रेम तुलाचन तथा प्रदेश सभा ‘क’ इन्द्रधारा विष्ट र प्रदेश सभा ‘ख’ मा महेन्द्र थकालीले जीत हासिल गरेका छन् ।
अहिले प्रतिनिधि सभा सदस्य बनेका तुलाचन कांग्रेसबाट ६ महिना अघिमात्र एमाले प्रवेश गरेका थिए । अहिले आफूले हराएका कांग्रेस उम्मेदवार रोमी गौचनसँग ०७० सालको निर्वाचनमा स्वतन्त्र उम्मेदवारी दिएका तुलाचन जम्मा १७ मतले हारेका थिए । इन्द्रधारा स्थानीय तहको निर्वाचनमा लोमान्थाङ गाउँपालिका अध्यक्षका स्वतन्त्र उम्मेदवार थिए । उनी कांग्रेस उम्मेदवारसँग झिनो मतले हारेका थिए । अर्का प्रदेश सभा सदस्य थकाली पनि चुनावको ६/७ महिना अघिमात्रै कांग्रेसबाटै एमाले प्रवेश गरेका थिए ।
चीनसँग सीमाना जोडिएका कारण पनि यो मुस्ताङ महत्वपूर्ण जिल्ला हो । पुसको चिसोले यतिबेला सेलाएको मुस्ताङका विजयी सांसदले भने तात्तातो योजना सुनाएका छन् । तीनै जनाले योजना मिल्दाजुल्दा छन् । कोरलासम्म सडक पुर्‍याएर चीनसँग नाका खोल्नेदेखि सांस्कृतिक राजालाई बचाउनेसम्मका योजना विजयी सांसदको छ ।
कोरला नाका मुख्य एजेन्डा
चीनको सीमाना कोरला नाकासम्म पुग्ने स्तरीय सडक निर्माण गरेर केपी शर्मा ओलीकै हातबाट उदघाटन गराउने इन्द्रधारा विष्टको सपना छ । ‘एमाले अध्यक्ष केपी शर्मा प्रधानमन्त्री हुँदा काम तीव्रमात्रै भएन कोरला नाका खोल्ने अभियानैसमेत चलेको हो,’ विष्टले भने, ‘पाँच वर्षभित्रै कोरलासम्मको सडक र नाका खोलेर अब फेरि ओली नै प्रधानमन्त्री भएका बेला उदघाटन गर्ने ठूलो सपना छ ।’
बिष्टले कोरला नाका जोड्न ४५ प्रतिशत काम भएको बताए । ‘जोमसोमदेखि कोरलासम्मको करिब ४५ प्रतिशत बाटोमा ग्राबलिङ भएको छ,’ विष्टले भने, ‘७ वटा ठाउँमा पुल हाल्नु पर्ने आवश्यकता छ । सक्दो छिटो यो कामलाई पूरा गर्ने छु ।’
प्रतिनिधि सभा सदस्य प्रेम तुलाचन पनि आफ्नो पहिलो एजेन्डा नै संस्थागत रुपमा जोमसोम कोरला खुलाउनुपर्ने रहेको बताउँछन् । कोरला नाका खुलाएर व्यापारिक केन्द्र तथा प्रदेश र देशलाई नै समृद्ध बनाउने मुख्य योजना उनको छ ।
तल्लो मुस्ताङ र उपल्लो मुस्ताङ जोड्ने चैलेको पुलको समस्या हटाउने तुलाचनको दोस्रो एजेन्डा छ । ‘गाडी वारपार गर्नसमेत नसक्ने गरी २ वर्षदेखि पुल अलपत्र छ । त्यसलाई छिटोभन्दा छिटो व्यवस्थापन गर्नुपर्नेछ,’ तुलाचनले भने, ‘यहाँ पुलको स्थानभन्दा बगरको स्थान ठूलो हुँदा छुसाङ गाउँ नै डुब्नसक्ने जोखिममा छ । यसको तत्काल विकल्प खोज्नुपर्ने देखिएको छ ।’
तटबन्धन गर्नेबित्तिकै छुसाङ गाउँ बगाउने देखिएपछि अहिले पुल निर्माण गाउँलेबाटै रोकिएको छ । ‘कित डिजाइन चेन्ज गर्नुपर्छ कित ठाउँ नै चेन्ज गर्नुपर्छ,’ उनले भने, ‘निर्माणका लागि टेन्टर आहृवान भएर पनि काम थालिएपछि प्राविधिक कमजोरी देखिएको हो ।’
डोलिडारले बनाउन लागेको पुल उसले फेरि बनाउन नसक्ने हो भने सडक डिभिजन कार्यालयमार्फतै पनि निर्माण गर्न सकिने उनले बताए ।
प्रदेश सभा ‘ख’ विजयी उम्मेदवार महेन्द्र थकालीको जोड पनि आफ्नै पालामा कोरला नाका खोल्ने नै छ । ‘हामीले धेरै सपना देख्यौं अब पूरा गर्न लाग्नेछौं,’ थकालीले भने, ‘कोरला नाका खोलेर समृद्ध प्रदेश हाम्रो सपना हो ।’
कोरला नाकासम्म पुग्न ७/८ गाउँमा पुल निर्माण गर्नुपर्ने त्यसको काम क्रमशः बढाउँदै लैजानुपर्ने मुस्ताङबाट निर्वाचित सबै सांसदहरुको भनाइ छ ।
भारतीय नाकाबन्दीका बेला कोरला नाका खुलाउनुपर्ने विषयले बढी चर्चा पाएको हो ।
सांस्कृतिक राजाको गद्दी आरोहण
देशमा गणतन्त्र आइसक्दा पनि उपल्लो मुस्ताङमा भने सांस्कृतिक राजा यथावतै थिए । गतसाल राजा जिग्मे परबल विष्टको निधन भएपछि भने त्यहाँ राजाको मान्यतामा कोही छैनन् । मुस्ताङबासी अहिले उनै राजाका भतिजा जिग्मी सिंगे परबल विष्ट -राजकुमार अशोक)लाई सांस्कृतिक राजाको मान्यतामा राख्न चाहन्छन् ।
विजयी उम्मेदवारले पनि राजकुमार अशोकलाई राजाको रुपमा गद्दी आरोहण गराउने योजना सुनाउँछन् । सांसद इन्द्रधारा विष्टले अनलाइनखबरसँग भने, ‘तीजमा उपल्लो मुस्ताङमा ठूलो तिजेमेला लाग्दै आएको छ । मेलाकै अवसरमा राजकुमार अशोकलाई हामी राजाको गद्दी आरोहण गराउने योजनामा छौं ।’
प्रतिनिधि सभा सदस्य तुलाचन पनि सांस्कृतिक राजालाई यथावतै राख्न चाहन्छन् । ‘उपल्लो मुस्ताङको ऐतिहासिक दरबारलाई म्युजियम पनि बनाउन सकिन्छ तर सांस्कृतिक राजा चाहिँ कायम रहनुपर्छ भन्ने सबैको मान्यता छ,’ तुलाचनले भने, ‘नेपाल सरकारको आधिकारिक र कानुनसम्मत नभए पनि धार्मिक राजाको खाँचो छ । त्यहाँका जनता यही चाहन्छन् । यो सबैको एजेन्डा हो ।’
अर्का प्रदेश सभा सदस्य थकाली पनि धार्मिक राजाकै पक्षमा छन् ।
सुटिङको हब
पछिल्ला नेपाली फिल्म सायदै होलान्, जुन मुस्ताङको कुनै ठाउँमा सुटिङ भएका छैनन् । कुनै म्युजिक भिडियो निर्माण गर्नुपर्‍यो भने मुस्ताङको नाम आइहाल्छ । मुस्ताङ नपुग्नेहरुले पनि भिडियो हेरेरै मुस्ताङको बारेमा ज्ञान राख्छन् । मुस्ताङ घुमेर सेल्फी खिच्ने युवायुवतीको पनि ठूलै आकर्षण छ ।
मुक्तिनाथ मन्दिरदेखि, कागवेनी धार्मिकस्थल लगायत थुप्रै पर्यटकीय ठाउँमा पुग्ने पर्यटकको व्यवस्थापन विजयी उम्मेदवारले अर्को एजेन्डा बनाएका छन् । ‘मुस्ताङ पर्यटकीय नगरी हो, यहाँ पुग्ने पर्यटकको व्यवस्थापन गर्नु मुख्य एजेन्डा छ,’ प्रतिनिधि सभा सदस्य तुलाचनले भने, ‘जतिसक्दो धेरै पर्यटकलाई मुस्ताङसम्म सहजै आउने वातावरण मिलाएर आर्थिक व्यवस्थान गर्नु छ ।’
‘उपल्लो मुस्ताङवासीलाई न्याय दिलाउँछौं’
तेस्रो मुलुकबाट एक हप्ताका लागि उपल्लो मुस्ताङ घुम्न जाने पर्यटकले ५ सय डलर तिर्नुपर्छ । अन्नपूर्ण संरक्षण आयोजनाले उठाउने रकमबाट केही हिस्सा स्थानीय विकासका लागि उपल्लो मुस्ताङवासीले पाउनुपर्ने रकम पाएका छैनन् ।
तत्कालीन जिल्ला विकास समितिमार्फत पाउनुपर्ने भनिएको त्यो रकमको हिस्सा उपल्लो मुस्ताङवासीसम्म पुर्‍याउने विजयी सांसदहरुले प्रतिवद्धता जनाएका छन् । ‘हामीले पर्यटन शुल्कको रकम उपल्लो मुस्ताङवासीसम्म पुर्‍याउन संघर्ष गर्नेछौं,’ प्रदेश सभा सदस्य विष्टले भने, ‘उपल्लो मुस्ताङवासी माथि हामी अन्याय हुन दिने छैनौं ।’
यसअघि विष्टले यो शुल्क पाउने पर्ने स्थानीयको मागको अगुवाइसमेत गरेका थिए । उपल्लो मुस्ताङवासीले पाउनु पर्ने रकम उपलब्ध गराउन माग गर्दै विभिन्न संघर्षसमेत भएको थियो ।
प्रतिनिधि सभा सदस्य तुलाचनले पनि लोमान्थाङवासीले पाउने शुल्कलाई त्यहाँको विकासमा पुर्‍याउने प्रतिबद्धता जनाए ।
मुस्ताङबाट निर्वाचित सांसदहरुले शिक्षा, स्वास्थ्य, सञ्चार, जलविद्युत लगायतलाई पनि सामूहिक एजेन्डा बनाएका छन् । नीति निर्माणकै तहबाट मुस्ताङ र प्रदेश नम्बर ४ को विकासको लागि भूमिका खेल्ने उनीहरुको भनाइ छ ।

Main Hoon Padmavati: Another film on Rani Padmavati in the works? Deets here..

Even as the release of Sanjay Leela Bhansali’s controversial new film on Rani Padmavati waits to see the light of day, another film based on historical/mythical queen is already being prepared. 
According to a report in Deccan Chronicle, the film, which has tentatively been titled ‘Main Hoon Padmavati’, is being written by a Rajasthan-based writer.
Confirming the development, the film’s producer Ashok Shekhar was quoted as saying, “The film will strictly be made in Hindi and Rajasthani. The lead cast will star fresh faces.”
The report also added that the story of the film is being sourced locally so as to avoid any controversy. A source said, “The film is being developed after talking to people from Rajasthan to maintain its authenticity. The film will go on the floors from mid-January next year in Rajasthan itself. This film will probably be made under the guidance of the people who have been making a huge hue and cry about Sanjay Leela Bhansali’s latest film.”
During a recent director’s roundtable hosted by Rajeev Masand, Baahubali filmmaker SS Rajamouli spoke up in support of Sanjay Leela Bhansali’s upcoming film Padmavati and denounced the protestors for resorting to unconstitutional means.
Rajamouli said, “Angry, yes. I can vouch for any and every filmmaker in the country. My full sympathies with Mr. Bhansali for what he’s been enduring. You have a right to protest, but vandalized, beating up, threatening with death threats or maiming you... that is not protest, that is not what is allowed in our constitution. You Can truly propagate... ‘Don’t watch the film, this is against our culture, this is against what we believe in’; You can protest in front of the theatre saying Don’t watch the film. You can do all that. You can go to a court. You can do all that, that is allowed. But this is not.”
He also added, “What I can understand that is certain people doing that, what I don’t understand is politicians standing their side.”
Starring Deepika Padukone, Ranveer Singh and Shahid Kapoor, Padmavati was initially slated to release on December 1 but was deferred by makers due to the rising protests against the films and censorship issues.
The film has been banned in the states of Bihar, Madhya Pradesh and Gujarat. Nonetheless, the film is found support from the Chief Ministers of Punjab and West Bengal.
